The information you provided below, gives two clues as to potential causes of your problem.

When i deactivate sh4040sef add entry is working OK.
(1) 'lang=hr' segment in the SOBI2 URL
I do not recognize the 'lang=hr' segment in the url index.php?option=com_sobi2&lang=hr&sobi2Task=saveSobi
This does not look like a 'normal' SOBI2 URL.
Are you using
JoomFish or some other
multi-lingual content Joomla! Extension?

If you are not using any multi-lingual content Joomla! Extension, then I do not understand why you have the 'lang=hr' segment in the url index.php?option=com_sobi2&lang=hr&sobi2Task=saveSobi
(2) SobiSEF and sh404SEF
Getting the SobiSEF plugin to work with other Joomla! SEF Extensions/plugins is problematic. This forum is full of postings from users (many with significant coding experience) discussing problems of getting the SobiSEF plugin to co-exist with other Joomla! SEF Extensions/plugins. The essential problem (as I understand it) is you have two SEF Extensions/plugins 'fighting' each other to create/maintain/decode SEF URL's.

But I suspect

advice not to use sh404SEF, and consider some other Joomla! SEF Component, such as AceSEF, should be seriously considered. (Refer
sh404SEF, JoomSEF and AceSEF)
(3) SobiSEF Plugin Configuration Essentials
